If a person has 1600rwhp and the car smokes the tires in every gear and breaks often, but he LOVES doing it and doesn't mind fixing it, then it's not too much. For me, I just want enough power for 10's. I could care less if the car is ever any faster, so however much power I need for consistant 10 second passes is enough, and more than that is too much. If someone wants a 100% reliable daily driver, then too much horsepower is 223bhp (j/j). Too much power for this person would be however much power makes that car unreliable and prone to breaking down. Then, as Ash said, too much power for anyone would be a point where they are scared of it. I feel you should never fear your own car... and if it's so powerful that it scares you, something's wrong with your driving skills, suspension, or your own confidence, because a car with a properly matched suspension and driver shouldn't be scary at all, as you should have constant control over your car. That's my $0.02
